Upselling and Cross-selling are strategies to earn more revenue from your customers. The difference between them is:

Upselling - is a strategy to sell a more expensive version of a product, that customer already owns or is buying.

Cross-selling - is a strategy to sell an additional or complementary products to customer.

Downselling - consists of offering a lower-tier alternative to avoid a total sale loss. In case of downselling it is better to "sell something" at a lower price, than "sell nothing" and lose a customer completely.
You can better understand the difference between Upsell, Cross-sell and Downsell on examples.

If there is a potential customer, who would like to buy some basic laptop, that will be used mostly for web browsing:

Upselling - is when sales person shows to customer laptops matching his criteria, but recommends him to buy a bit more expensive laptop, because of some advantages. For example because the laptop has a better software, has a larger screen or can provide a better performance, so it can smoothly run when there are multiple applications opened.

Cross-selling - is when customer would like to buy a laptop or already owns one and sales person offers him related products like laptop bag, mouse, some software, extended warranty etc.

Downselling - is when customer is not interested in offered laptops, because of the price or other reason. Sales person offers him another cheaper laptops or recommends him to buy a tablet, as a cheaper alternative device, that is suitable for web browsing.
