You can't download app from Google Play Store to your PC in a regular way, using a web browser. You will get an error: "Your Google account is not yet associated with a device. Please access the Play Store app on your device before installing apps."

Apps in Google Play Store are written to run on devices with Android or iOS.

But there are a several ways how to download apps from Google Play Store to your PC. What you can do is:
  • Use some software emulators to make your PC "look like a phone".
  • Use some APK downloader - as a separate app or web browser extension.

You have to download Google Play Store apps from your phone. But you will probably not be able to do so using a web browser, if your phone is not linked to Google account.
Alternatively, you can download apps for your phone also from other software downloading websites, not just from Google Play store.
You can download phone apps also from other websites, that don't require a registration. Before downloading an app from other webs, it is recommended to check if the website is trustworthy. Large software downloading platforms (websites) are often trustworthy.
