Instagram has some requirements on videos that going to be uploaded.

Your new phone most probably takes videos in higher quality, than your previous phone. To successfully upload your video on Instagram, you have to optimize it.

Recommended parameters for Instagram videos are:
  • MP4 format
  • Maximum file size 100 MB
  • Maximum resolution 1080 pixels wide
  • Maximum video length 60 seconds (for feed videos)
  • H.264 video codec
  • Bitrate 5 Mbps or less
  • Maximum frame rate 30 FPS
  • Aspect ratio between 1.91:1 and 9:16

The error VideoSourceBitrateCheckException most probably relates to the bitrate limit. You should adjust the bitrate by using some video editing software.
Your new phone is taking videos in a higher quality, but it probably uses more advanced video codec than your previous phone. This may cause the problem.

What you can do is convert your video by using some specialized software. You can use VSDC and export video optimized for Instagram. VSDC is a free video editing software.
