Observer status meaning / Observing country is non-member ?
If country is having "observer status" in some international organization, does it mean this country is member or non-member ?
For example countries with observer status in ASEAN or Shanghai Cooperation Organisation.
Observer status is a privilege granted by some organizations to non-member states, to give them an ability to participate in the organization's activities.
Observers usually have a limited ability to participate in organization. They often don't have ability to vote or propose resolutions.
In some cases, observer country may become a member.
